WHY SILKY
I’m running for re-election because every child in Harris County deserves access to opportunity — no matter their background, zip code, or family circumstance. The Harris County Department of Education provides early childhood education, special education services, and after-school programs that thousands of families rely on. I want to continue strengthening these programs, expanding access, and ensuring that public dollars are used responsibly, transparently, and in ways that make a real difference for kids.

Silky Joshi Malik is a proud Houstonian and the daughter of Indian immigrants who instilled in her a deep belief in education, fairness, and public service. Growing up, she watched her parents work hard, give generously, and invest deeply in her future — lessons that shaped her commitment to service and her belief that every child deserves access to opportunity, no matter their background or circumstance.
I believe deeply in the promise of public education and in our responsibility to ensure that every child has the chance to succeed. As the daughter of Indian immigrants, I grew up understanding that education is the most powerful tool we have to build a better life and open doors for those who have historically been overlooked.
HCDE plays a vital but often underappreciated role in that mission — from early childhood education and special education services to after-school programming and support for working families. I’m running to strengthen these services, expand access to opportunity, and make sure we keep kids at the center of every decision.
I believe in an HCDE that reflects the best of Harris County: inclusive, innovative, responsible, and unwavering in its commitment to kids.
PRIORITIES
Expanding Early Childhood Education
High-quality early childhood programs change life trajectories. Yet too many children in Harris County still lack access to safe, nurturing, and developmentally appropriate early learning.
Silky will:

Support the expansion of Head Start and Early Head Start classrooms.

Invest in classrooms, staff, and training that prepare children for kindergarten success.

Prioritize outreach to families who have historically been left out of early education systems.
Strengthening Special Education Services
HCDE provides specialized programs and services that many districts can’t offer on their own. These programs are lifelines for students with disabilities and their families.
Silky will:

Ensure programs are fully staffed, well-resourced, and designed to meet diverse student needs.

Advocate for evidence-based supports, including behavioral therapy, occupational therapy, and life-skills programming.

Promote family-centered decision-making and transparent communication.
Supporting Working Families With After-School Programs
Before- and after-school programs allow children to learn and thrive beyond the classroom while giving working families the support they need.
Silky will:

Protect and expand after-school and enrichment programming across Harris County.

Ensure programs remain safe, affordable, and accessible.

Prioritize enrichment opportunities that support academic success and social–emotional development.
Ensuring Fiscal Responsibility & Transparency
Public dollars must be used responsibly and strategically. HCDE’s services are essential — and taxpayers deserve clear, transparent leadership.
Silky will:

Maintain strong oversight of HCDE’s budget and financial practices.

Ensure that spending aligns with community needs and long-term planning.

Promote clear, accessible communication so residents understand how their tax dollars support children and schools.
